“Is the Ministry of Industry and Trade’s Training for New FTA Experts the Key to Boosting Global Trade Dominance?”H

The Department of Multilateral Trade Policy (Ministry of Industry and Trade) has issued Official Dispatch No. 5971/BCT-DB to localities, associations, enterprises and institutes of 63 provinces and cities to announce the organization of training courses to become new-generation free trade agreement (FTA) experts in 2024, including basic and advanced training programs.

These training programs are built on the basis of the results of training needs that the Ministry of Industry and Trade surveyed localities, associations, enterprises and institutes of 63 provinces and cities in Official Dispatch No. 1176/BCT-DB dated February 27, 2024.

Accordingly, in order to focus on fully and promptly updating the orientations, guidelines, policies and legal documents related to the negotiation and implementation of Vietnam’s FTAs ​​in general, including new generation FTAs ​​and newly signed FTAs, and commitments, regulations, practical situations and ways to handle common problems related to the implementation of FTAs, the Ministry of Industry and Trade will organize 3 training courses.

Specifically, organize training to become experts on the Vietnam-EU Free Trade Agreement (EVFTA) and new generation FTAs ​​(basic course) for management agencies, enterprises and industry associations. At the same time, organize training to become experts on the Vietnam-UK Free Trade Agreement (UKVFTA) and new generation FTAs ​​(basic course) for management agencies, enterprises and industry associations. In addition, organize training to become experts on the new generation FTA, specialized course in the field of trade in goods.

According to the Multilateral Trade Policy Department, the training course is organized completely free of charge in a direct form and is guided by experts who directly negotiate or manage in the field of negotiation and implementation of FTAs ​​in general and in each specific field in particular. The lectures are designed in the form of theory combined with practical case studies related to common problems and related to specific industries in the localities where the training course is held.

Notably, the basic training courses will focus on the following topics: intellectual property, trade remedies, trade promotion and labor. The specialized training courses in the field of trade in goods will cover the contents of tax and non-tariff measures, trade remedies, rules of origin and customs.
